limitations.
A decision is not simply chosen.
It is selected from what is possible.
And what is possible is determined in advance.
By systems.
Policy decisions.
Economic strategies.
Institutional responses.
These are not created from nothing.
They are derived.
What appears independent is often conditioned.
What appears strategic is often reactive.
Not to events.
But to structure.
The question is not why a decision was made.
The question is:
What made it possible.
